FEMA's student calendar has one dated door and one closed one. The U.S. Fire Administration (USFA) Volunteer Internship Program in Emmitsburg, Maryland runs three four-month cohorts a year, and its page says May to August applications are accepted "in November." That window hasn't opened yet. FEMA's Pathways student-trainee jobs last appeared on USAJOBS in early 2024, and none of FEMA's 40 open announcements on 16 October 2026 was a student job. In plain words: you apply in November 2026, you intern from May 2027 (summer 2027). Only U.S. citizens can apply, and the USFA page doesn't state a stipend.

Externships are short, remote programs where you finish a real project for a real company, most commonly over 8 weeks at 5 to 10 hours a week. The Center for Improving Youth Justice Data Analytics Externship builds the public-sector data analysis USFA's research roles use, and the ARCeH Data Analytics Externship adds environmental and health data practice. What Is a FEMA Internship?

A FEMA internship is a student placement at the Federal Emergency Management Agency, part of the U.S. Department of Homeland Security, which coordinates the federal response to disasters. The main route is the U.S. Fire Administration's volunteer internship at the National Emergency Training Center in Emmitsburg, Maryland, where the National Fire Academy sits. Interns work on fire-incident research and data analysis, community risk reduction, policy development, event planning, training support or IT security. FEMA also lists Pathways internships on USAJOBS and an Honors Attorney Program for third-year law students, but those are rare or restricted.

When Do FEMA Internship Applications Open for 2027–2028?

USFA's page gives a three-cohort calendar: January to April cohort applications in June, May to August in November, and September to December in March. That's about 6 months of lead for the summer cohort and 2 to 6 months for the others, so it's a short-lead, multi-cohort program. The calendar is undated and we haven't seen it run, so treat the November window as stated, not confirmed. Pathways has no pattern: the last three FEMA student announcements were open from 19 January to 5 February 2024.

Now · October 2026YOU ARE HERE

Nothing is open. Use the weeks before November to assemble the USFA package: a resume, a cover letter and three reference letters, at least two from college or university faculty, plus your school's approval to participate.

November 2026EXPECTEDSHORT WINDOW — APPLY WEEK 1

Expected: USFA accepts applications for its May to August 2027 cohort, per the program page. The page gives no opening or closing days, so email the office to confirm.

March 2027EXPECTED

Expected: applications for the September to December 2027 cohort, the next door if you miss November.

May to August 2027

The summer cohort runs in Emmitsburg. Each intern works toward at least three objectives set with a program office and presents results at the end. On-campus housing is offered.

June 2027EXPECTED

Expected: applications for the January to April 2028 cohort. Pathways Student Trainee jobs may post at any time and close within days.

How to read this page: our dates come from tracking previous recruiting cycles and daily posting data. Treat them as informed estimates based on historical patterns, not confirmed dates. The company's official careers page is always the most current source. If a role is posted there, go by that, even if this page suggests the window hasn't opened yet.

Why You Must Apply the Week Applications Open

USFA's cohorts are separate windows with no stated rolling review, and the page gives only the month. Treat November as short: have the faculty letters in hand before it starts, because asking three people for references takes weeks. Pathways is the short-window kind, open 4 to 13 days in 2024, so set a USAJOBS alert for FEMA Student Trainee jobs and check it weekly.

Which FEMA Internship Programs Should You Target?

FEMA has three student routes, and only one has a published calendar.

Details sit on the FEMA students page and the USFA page. FEMA Corps is an AmeriCorps national service program, not a FEMA internship, so it isn't covered here.

What Are the Eligibility Requirements?

The USFA program lists these requirements.

• Citizenship: U.S. citizen, and you must pass a background check.

• Enrollment: accepted or enrolled and seeking a degree, diploma or certificate on at least a half-time basis, or enrolled in a qualifying career and technical program such as a Registered Apprenticeship or Job Corps.

• School approval: you need your educational institution's approval before participating.

• Application package: a resume, a cover letter and three letters of reference, with at least two from college or university faculty.

• Status: volunteers aren't federal employees except for injury compensation and tort claims, and the service earns no leave or employee benefits.

Is There a GPA Cutoff?

The USFA page states no GPA minimum, and neither does FEMA's students page. The weight falls on your package: faculty letters, a cover letter matched to USFA's listed areas such as fire data analysis or community risk reduction, and your school's approval. Pathways announcements, when they post, set their own requirements.

What Skills Does FEMA Look For, and How Do You Build Them?

USFA names the work rather than a skills list: research and data analysis on fire incidents and response effectiveness, community risk reduction education, policy writing, event coordination, curriculum support for National Fire Academy courses, and IT security and programming. Past FEMA student-trainee duties were administrative: office files, standardized documents, mail and special projects. No software list is published.

Note: Skill percentages are left out because FEMA publishes no intern job descriptions to count. The areas above come from the USFA program page and the FEMA students page, read 16 October 2026.

Build These Skills Before You Apply

Each row ties an area USFA lists to a remote Externship that gives you a finished project for your cover letter.

None of these Externships is connected to FEMA. They help because USFA wants a cover letter and faculty references, and a finished project gives both something specific to describe.

What Is the FEMA Application and Interview Process Like?

The steps below come from the USFA internship page.

1. Build the package. A resume, a cover letter and three reference letters, with at least two from faculty. Ask referees now.

2. Get school approval. USFA requires your institution's approval before you participate.

3. Email in your cohort's month. For May to August, that's November. Use the application address on the USFA page, and ask the office to confirm the dates.

4. Clear the background check if selected, then arrange housing if you need it.

For Pathways, search USAJOBS for FEMA and Student Trainee, and apply inside the short posting window.

What Students on Reddit Say

Discussion of FEMA student roles on Reddit is thin and dates from 2024, so we used one thread.

A student asked about FEMA's student trainee listing and its duties, mostly office files, calls and documents. Commenters said emergency management is largely office and planning work, and one suggested FEMA Corps, an AmeriCorps program, as a stronger route in.

How Do You Stand Out for a FEMA Internship?

First, match USFA's listed areas: say which of fire data analysis, community risk reduction, policy, training support or IT security you want and why. Second, line up strong faculty letters early, since two of the three must come from faculty. Third, expect practical work and show you can handle it, because past FEMA student duties were office and document tasks. FEMA publishes no class size, acceptance rate or conversion rate.

FAQ

Can I still apply for a summer 2026 FEMA internship?

No. The summer 2026 student cohorts have ended, and FEMA has posted no Pathways student job since early 2024. The next summer door is the USFA May to August 2027 cohort, with applications expected in November 2026. Email USFA to confirm the dates.

Does FEMA offer internships?

Yes. The U.S. Fire Administration, part of FEMA, runs a student volunteer internship in Emmitsburg, Maryland with three cohorts a year. FEMA also lists Pathways internships on USAJOBS and an Honors Attorney Program for third-year law students, but Pathways student jobs are rare.

When do I apply for the summer 2027 USFA internship?

USFA's page says May to August cohort applications are accepted in November, so expect November 2026. It gives no opening or closing days, and we haven't seen the window run. Email the office to confirm, and have your resume, cover letter and reference letters ready first.

Is the FEMA USFA internship paid?

The USFA page calls it a volunteer program and lists no stipend. Volunteers aren't federal employees and earn no leave or employee benefits, but USFA offers on-campus housing in a private room. Pathways Student Trainee jobs, when posted, are paid federal positions.

Do I need to be a U.S. citizen to intern at FEMA?

Yes for USFA: you must be a U.S. citizen and pass a background check. You also need to be enrolled at least half time and have your school's approval. Pathways announcements state their own requirements. International students should look at institutions that recruit globally.

What do I need to send to USFA?

A resume, a cover letter and three letters of reference, with at least two from college or university faculty. You also need your school's approval before participating. Applications go by email to the address on the USFA internship page during your cohort's application month.

Is there a FEMA Pathways internship open now?

No. On 16 October 2026, none of FEMA's 40 open USAJOBS announcements was a student job, and the last FEMA student-trainee postings were in January and February 2024. Save a USAJOBS search for FEMA and Student Trainee, because windows are short.

Is FEMA Corps an internship?

No. FEMA Corps is an AmeriCorps national service program, not a FEMA internship, though people on Reddit describe it as an internship-like route into emergency management. Check the AmeriCorps pages for current terms. USFA's volunteer program and Pathways are FEMA's own student routes.

USFA's summer cohort should open for applications in November, so start your reference letters now. If you want a finished project for your cover letter, a remote Externship fits around classes at 5 to 10 hours a week.
