The Library of Congress runs its paid internships as short USAJOBS windows, and one is open right now. Applications for the Spring 2027 Library of Congress Internships (LOCI) session opened on 30 September 2026 and close on 14 October 2026, for a 12-week internship from 8 February to 30 April 2027, onsite in Washington or remote. For summer, the flagship Junior Fellows Program is projected to open between late October and early December 2026 (the Library's own page gives both dates), and LOCI Summer 2027 is expected around early January 2027. In plain words: you apply between October 2026 and January 2027, you intern in summer 2027. Both programs pay the federal GS-03 step 1 rate, $17.78 an hour onsite at 2026 rates, and only U.S. citizens can apply.

Externships are short, remote programs where you finish a real project for a real company, most commonly over 8 weeks at 5 to 10 hours a week. The Pfizer Advanced AI-Powered Document Insights Externship builds the document and metadata skills behind the Library's collections projects, and the Khan Academy Strategic Partnerships Externship fits its education and outreach work. What Is a Library of Congress Internship?
A Library of Congress internship is a paid, full-time federal appointment, usually 10 to 12 weeks, working on one assigned project at the world's largest library, the research arm of Congress and home of the U.S. Copyright Office. Its Internship and Fellowship Programs office coordinates over 80 programs. The two main paid student tracks are the Junior Fellows Program, a summer program running since 1991 that appointed 37 fellows in 2026, and LOCI, which runs spring, summer and fall sessions. Projects range from processing archival papers and building exhibits to IT quality testing and talent recruitment.

When Do Library of Congress Internship Applications Open for 2027–2028?
Every Library of Congress window is short. USAJOBS records show LOCI Summer 2026 open for 18 days (5 to 23 January 2026) and Junior Fellows 2026 for 31 days (2 December 2025 to 2 January 2026). Junior Fellows opened in October for four straight cycles before moving to December last year, which is why the Library's page now says both "late October" and "early December" for 2027. Lead times run about 4 to 5 months for LOCI and 5.5 to 7 months for Junior Fellows.
LOCI Spring 2027 is open until 14 October 2026: 7 onsite and 8 remote projects, from exhibit development and archival processing to IT asset management and QA automation testing. The internship runs 8 February to 30 April 2027.
Expected: applications for summer 2027 Junior Fellows open on USAJOBS for about four to five weeks. The project list for 2027 is due to be posted in late October.
Expected: applications for LOCI Summer 2027 open, based on the 5 to 23 January 2026 window. LOCI Spring 2027 selection notices are due by late December 2026.
Expected: Junior Fellows selections by late March and notices in early April, projected from 2026. The American Folklife Center (~February) and AHHA (~mid-March) internship windows are also expected, and LOCI Fall 2027 around April.
Junior Fellows start in mid-May (18 May in 2026) for 10 weeks and present at Display Day; LOCI summer interns start around 1 June. The Library offers no guarantee of a permanent job.
How to read this page: our dates come from tracking previous recruiting cycles and daily posting data. Treat them as informed estimates based on historical patterns, not confirmed dates. The company's official careers page is always the most current source. If a role is posted there, go by that, even if this page suggests the window hasn't opened yet.
Why You Must Apply the Week Applications Open
These are hard deadlines, not rolling reviews. Every Library internship is a USAJOBS announcement with a fixed close date, and the FAQs say late applications won't be accepted. The windows are short too: 18 days for each 2026 LOCI session and about four to five weeks for Junior Fellows. The LOCI Spring 2027 announcements close on 14 October 2026. Selecting officials may treat your two vacancy-question answers as writing samples, so draft them now rather than on the closing day.
Which Library of Congress Internship Programs Should You Target?
The Library's student internships differ by season, format and field. These are the main paid tracks.
| Program | Focus | Duration | Key skills |
|---|---|---|---|
| Junior Fellows Program (summer) | One collections project per fellow: archives, copyright, preservation, IT; ends with Display Day | 10 weeks | Research, writing, archival or subject knowledge |
| LOCI Spring 2027 (open now) | 15 projects: exhibits, archival processing, web archive metadata, research librarian, IT and QA testing | 12 weeks, 8 Feb–30 Apr 2027 | Microsoft Office, research, organization; Java, Python, SQL for IT projects |
| LOCI Summer and Fall | Same structure as spring, new project lists each session | 10 weeks (summer) | Varies by project |
| American Folklife Center internship | Folklife collections and fieldwork archives | Summer | Folklore, ethnography, archives |
| AHHA internship | Advanced archives, history and heritage work | Summer | Graduate-level archives and history |
Project descriptions with required skills sit on the LOCI page and the Junior Fellows page. Some other Library internships are unpaid volunteer roles, so check before you apply.
What Are the Eligibility Requirements?
Eligibility comes straight from the USAJOBS announcements and is applied strictly.
• Citizenship: "MUST be a U.S. citizen. Permanent residents are ineligible for consideration."
• Enrollment: currently enrolled in a degree program (community college, college, university or tribal college, undergraduate or graduate) when you apply, or graduated between 1 January and 31 December 2026 for the spring 2027 session. Admitted students who haven't started classes aren't eligible.
• Repeat interns: LOCI requires first-time participants.
• Schedule: full-time, 40 hours a week for the whole program, plus a mandatory first-day orientation (8 February 2027 for spring).
• Location: remote interns must be in the continental U.S. for the entire internship.
• Screening: a background check if selected; no drug test listed.

Is There a GPA Cutoff?
No. Neither the LOCI nor the Junior Fellows announcements set a GPA floor. Selection rests on your two vacancy-question answers, reference calls and an interview with a selecting official. Your transcript is still required, but it's used to certify enrollment. Submit a proper unofficial transcript, since screenshots, Word files and course lists lead to disqualification.
What Skills Does the Library of Congress Look For, and How Do You Build Them?
Each LOCI project lists its own required and preferred skills, so the Spring 2027 list is a useful sample. Office and data basics: Microsoft Office or Excel is required on 10 of 15 projects. Communication and writing appear on 9, and organization and research follow. Technical projects add Java, Python, C, C++, SQL and test tools such as Selenium and Playwright.

How Is Demand for Government and Policy Interns Moving Right Now?
Policy intern postings · Sep vs Aug 2026
vs 537 in August
Most federal and legislative-branch internships, the Library's included, live on USAJOBS rather than employer job boards, so a saved USAJOBS search is the only reliable alert.

Build These Skills Before You Apply
Each row ties a Library project requirement to a remote Externship that gives you material for the vacancy questions.
| Skill (from real JDs) | JD evidence | Externship that builds it |
|---|---|---|
| Metadata and document analysis | News Web Archive project: "writing descriptive metadata"; AI Community Specialist: research and information organization | Pfizer Advanced AI-Powered Document Insights |
| Education outreach and partnerships | Bringing The Source into the Classroom: lesson-plan writing, K-12 audiences | Khan Academy Strategic Partnerships |
| SQL and data quality | IT Asset Management Operations: "Microsoft Excel, SQL, and Database" | Breaking Games SQL Database Architecture |
| Audience-centered communication | IFP Communications and Talent Recruitment: web writing, plain language, outreach | TikTok Social Media Content & Brand Strategy |
None of these Externships is connected to the Library of Congress. They help because the first vacancy question asks how your experience supports your chosen projects, and a finished project gives you a specific answer.
What Is the Library of Congress Application and Interview Process Like?
The steps below come from the Library's LOCI and Junior Fellows pages.
1. Pick your format and three projects. Onsite and remote are separate applications, and you rank your top three projects in each. You can accept only one offer.
2. Apply on USAJOBS before the close date. Upload a resume (no page limit), a legible transcript and answers to two vacancy questions: how your background fits your chosen projects, and how the program fits your career goals.
3. Referral and interview. Applications go to selecting officials, who arrange phone, Zoom or Teams interviews. Selection rests on your answers, reference calls and the interview.
4. Notice and background check. LOCI Spring 2027 notices are due by late December 2026; Junior Fellows notices came in the first week of April last cycle.
Write a federal-style resume: dates, hours per week and quantified results for each role, including volunteer work.
What Students on Reddit Say
Applicants on Reddit mostly discuss interviews and the long wait after applying.
A LOCI interviewee prepared STAR answers, and a Junior Fellows applicant advised reviewing every required and preferred skill listed for your chosen projects and knowing your own resume well enough to discuss each line.
Junior Fellows applicants sat at "referred" on USAJOBS into late March 2026 with no contact. Commenters noted that each division runs its own selection, so timing varies, and decisions arrive by early April.
A former LOCI intern didn't get a permanent Library job but landed an academic library role about two months after the internship ended, and credited the experience and networking.
How Do You Stand Out for a Library of Congress Internship?
First, treat the two vacancy questions as your real application. Tie specific coursework, jobs or projects to the skills each of your three chosen projects lists. Second, apply in both formats if you can: onsite and remote are separate pools, and you only accept one offer. Third, use every season. If you miss Junior Fellows, LOCI runs again in summer and fall with new project lists. The Library publishes its Junior Fellows class size (37 in 2026) but not applicant counts or a conversion rate.

FAQ
Can I still apply for a summer 2026 Library of Congress internship?
No. The summer 2026 Junior Fellows and LOCI sessions have ended, and their USAJOBS windows closed in January 2026. What's open now is LOCI Spring 2027, closing 14 October 2026. For summer 2027, Junior Fellows is expected to open between late October and early December 2026.
When do Library of Congress summer 2027 internship applications open?
Junior Fellows 2027 is projected to open between late October and early December 2026; the Library's page gives both dates. LOCI Summer 2027 is expected around early January 2027, based on the 5 to 23 January 2026 window. All applications go through USAJOBS and close on a fixed date.
What is open right now?
LOCI Spring 2027, with separate onsite and remote announcements open from 30 September to 14 October 2026. It's a paid, 12-week internship from 8 February to 30 April 2027, with 7 onsite and 8 remote projects. Notices of selection are due by late December 2026.
Are Library of Congress internships paid?
Junior Fellows and LOCI are paid at the GS-03 step 1 rate: $17.78 an hour onsite at 2026 rates, and up to $19.24 remote depending on where you live, for 40 hours a week. The Library doesn't provide housing. Some other Library programs are unpaid volunteer internships.
Can international students or green-card holders apply?
No. The LOCI and Junior Fellows announcements say "MUST be a U.S. citizen. Permanent residents are ineligible for consideration." Remote interns must also live in the continental U.S. for the whole internship. International students should look at the World Bank or other institutions that recruit globally.
Can I do a Library of Congress internship remotely?
Yes. LOCI Spring 2027 has 8 remote projects, and Junior Fellows had 9 remote projects in 2026. Remote and onsite are separate USAJOBS applications, so you can apply to both, but you can accept only one offer. Remote pay follows the federal locality rate for where you work.
How many Junior Fellows does the Library choose?
Thirty-seven in 2026, from 33 posted projects, per the Library's newsroom. The Library doesn't publish applicant numbers or an acceptance rate, so treat any figure you see on social media with caution. Each applicant ranks three projects, and selecting officials pick by project.
Does a Library of Congress internship lead to a job?
Not directly. The Library says its internships "come with no guarantee for permanent employment" and points interns to USAJOBS listings. Former interns describe using the experience and their mentor as a reference to land library and archives jobs elsewhere, so treat it as a strong credential rather than a pipeline.
LOCI Spring 2027 closes on 14 October 2026, and the summer windows follow within weeks. Draft your vacancy answers now, and if you want a finished project to write about, a remote Externship fits around classes at 5 to 10 hours a week.
