Last updated: October 2026
The Cato Institute publishes its internship deadlines a year ahead, and they are fixed. In plain words: for summer 2027 you apply between January 11 and February 15, 2027, and you intern from late May to mid-August 2027 in Washington, DC. As of October 16, 2026, one door is open: the spring 2027 application closes at 11:59 p.m. ET on October 25, 2026, nine days from now. The summer window hasn't opened. Cato stopped rolling admissions with the fall 2022 term, and its page says applications outside the stated window aren't considered. Interns are paid $17.00 an hour per Cato's FAQ, a page last updated in 2023, and the work is in person only.

Externships are short, remote programs where you finish a real project for a real company, and most run 8 weeks. The Center for Improving Youth Justice Data Analytics Externship practices the data research that policy research assistants do, and the Attronica Financial Planning & Analysis Externship builds the budget and financial analysis skills behind tax and monetary placements. What Is a Cato Institute Internship?
A Cato Institute internship is a paid, in-person placement at the think tank's Washington, DC office, offered in spring, summer and fall terms. Interns pick two of about 28 departments on the application, from policy research areas such as tax, trade and technology to communications, development, graphic design and software. Research interns assist scholars and research assistants with research, data collection and editing, and all interns help with some clerical work and events. Every term also includes the John Russell Paslaqua Intern Seminar Series, which Cato describes as more than 40 readings-based seminar sessions per term, plus public speaking and op-ed writing workshops. One application covers all of it, including graduate students, legal interns and students from partner programs such as the Peterson Fiscal Internship and Harvard's Institute of Politics.

When Do Cato Institute Internship Applications Open for 2027–2028?
Cato runs three terms a year, each with a published window that Cato fixes in advance. The windows are spring 2027 (October 1 to 25, 2026), summer 2027 (January 11 to February 15, 2027) and fall 2027 (May 28 to June 27, 2027), so each closes about three months before its term starts. Last year the summer window opened December 30, 2025 with a February 16, 2026 deadline, and archived copies of the page later show March 1, 2026, so Cato moved that deadline by about two weeks. Don't plan around an extension. Applications for spring 2028 aren't published yet, and if the pattern holds they would open around October 2027.
Spring 2027 applications are open and close at 11:59 p.m. ET on October 25, 2026. If you want a late-January to late-April term, apply this week. If you're aiming for summer 2027, its window hasn't opened yet, so use these weeks to prepare.
Spring finalists hear by November 13 and get final decisions by December 18, 2026. For summer, choose two different departments where you have a background, and draft your three-book list and four short essays in your own words, since Cato says it reviews for AI-generated content.
The summer 2027 application opens January 11, 2027 and must be submitted by 11:59 p.m. ET on February 15, 2027, as published by Cato. Submit early in the window rather than on the last night.
Summer finalists are notified by March 12, 2027 and final decisions come by April 16, 2027. The fall 2027 window opens May 28 and closes June 27, 2027.

How to read this page: our dates come from tracking previous recruiting cycles and daily posting data. Treat them as informed estimates based on historical patterns, not confirmed dates. The company's official careers page is always the most current source. If a role is posted there, go by that, even if this page suggests the window hasn't opened yet.
Why You Must Apply the Week Applications Open
Cato's windows are absolute. Its page says that since the fall 2022 term applications aren't accepted on a rolling basis and that applications outside the window won't be considered, and its FAQ says it generally doesn't accept additional materials after you apply. The summer window lasts five weeks, so an application started in the last few days competes with late-night technical problems and no second chance. The form is also long: biography, a three-book list with reasoning, two department fit answers and four short essays, each with tight character limits. Start in the first week and submit before the final weekend.
Which Cato Institute Internship Programs Should You Target?
Cato has one internship program, and you choose where to be placed. The application asks for two different departments, with a fit answer for each, and the form says you should have a background in the field you select. The placement page lists typical projects by department.
| Program / Area | Focus | Duration | Key skills |
|---|---|---|---|
| Policy research (Defense and Foreign Policy; Economic and Social Policy; Health Policy; Tax Policy; Technology Policy; Trade Policy; Energy and Environmental; Budget and Entitlement; Immigration; Criminal Justice; Constitutional Studies; Education) | Assisting scholars and research assistants with research, data collection and editing | One term (spring, summer or fall) | Excel, R, Stata, Python; legal research; reading academic literature; writing and editing |
| Communications and public affairs (Press and Publications; Media Relations; Government and External Affairs; Social Media) | Working with media and outside organizations; social content and publications | One term | Writing and editing; social media; marketing automation |
| Development (Fundraising) | Supporting donor and fundraising work | One term | Office 365; databases; written communication |
| Creative and technical (Audio/Visual Production; Graphic Design; Software and AI Development; Libertarianism.org; HumanProgress.org) | Video, design, web and software projects | One term | Adobe Illustrator, Photoshop, InDesign; video production; HTML, Drupal, WordPress |
| Educational programs (Educational and Talent Programs; Sphere Education Initiatives) | Supporting Cato's own education and talent initiatives | One term | Organization; communication |

What Are the Eligibility Requirements?
Cato's published requirements are short:
• Who can apply: one application serves undergraduates, graduate students, legal interns and partner-program students (such as TFAS Capital Semester, Harvard Institute of Politics, Peterson Fiscal Interns, Metcalf Fellows and Stand Together Fellows). No class year is specified.
• Work authorization: you must be authorized to work in the United States. Cato sponsors a limited number of J-1 visas, and international interns are eligible for visa funding.
• Location: you must work in person in Washington, DC. There is no remote option, and Cato doesn't provide housing, though it sends housing-search links.
• Availability: Cato prefers a full-time commitment for the whole term. Part-time requests (at least 3 days or 25 hours a week) are considered case by case.
• Repeat interns: interns can't repeat or extend the program, and they can't work as unpaid volunteers.
• Résumé: none is needed up front. Cato asks for one later if needed.

Is There a GPA Minimum?
None is published. The application asks for your major and cumulative GPA, along with test scores, but neither the internships page nor the FAQ states a cutoff. Cato also says it wants your own thinking: it expects the application to reflect your genuine thoughts, not the output of AI tools, and it reviews for AI-generated content.
What Skills Does Cato Institute Look For, and How Do You Build Them?
Cato doesn't post job descriptions for interns. Its skills checklist on the application is the best guide: Excel, R, Stata and Python for data work, legal research, reading academic literature and legislation tracking for research roles, writing, editing and social media for communications, and Adobe tools, video production, HTML, Drupal and WordPress for creative and technical roles. The form also says you should have a background in the field you pick, so match your two choices to coursework or work you can point to.
Note: Skills chart not shown: Cato posts no internship job descriptions, only one application with a self-reported skills checklist, so there is no posting set to count. The skills above come from that checklist, read October 16, 2026.
How Is Demand for Policy Interns Moving Right Now?

For Cato applicants: none of this volume is Cato's. It recruits through its own fixed windows: spring 2027 closes October 25, 2026 and summer 2027 runs January 11 to February 15, 2027.

Build These Skills Before You Apply
No Externship replaces a policy placement, but three open cohorts build the data and analysis skills on Cato's checklist.
| Skill (from real JDs) | JD evidence | Externship that builds it |
|---|---|---|
| Data research and statistics | Checklist: Excel, R, Stata, Python; data research | Center for Improving Youth Justice Data Analytics |
| Health policy research | Health Policy Studies is a placement department | ARCeH Data Analytics, Health Outcomes |
| Budget, tax and financial analysis | Budget and Entitlement Policy, Tax Policy Studies and Monetary and Financial Alternatives are placement departments | Attronica Financial Planning & Analysis and Private Company Valuation |
None of these Externships is run by or affiliated with Cato. They give you finished, remote project work to cite in your department fit answers and essays.
What Is the Cato Institute Application and Interview Process Like?
The application and review work like this:
1. Check the window. Cato accepts applications only between the published dates, and the form is on the application page.
2. Complete the online application. It covers contact details, education with GPA and test scores, a short biography, three books that influenced you with your reasoning, two department picks with fit answers, a skills checklist, four short essays, and availability. No fee is stated.
3. Watch for the confirmation email. Cato sends a message from intern@cato.org titled "Thank you for your internship application" right after you submit.
4. Finalist notice. Summer 2027 finalists are notified by March 12, 2027. Finalists for a department may be asked for specific extra materials.
5. Final decision. Summer 2027 decisions come by April 16, 2027, and Cato says it notifies all applicants.
Cato can't give an acceptance decision earlier than its standard notification date, even if you hold another offer.
What Students on Reddit Say
Three r/DCInterns threads, all about waiting for answers.
A fall 2022 applicant got an email on the posted notification date saying final selections were being made, then waited weeks for the real answer. A later reply says the same wording went to everyone, and a past rejection came a month after.
Applicants for summer 2021 report hearing nothing on the posted notification date and still waiting weeks later, with some thinking of emailing to ask for an updated date.
A spring 2026 applicant says they were told they were a finalist in early December, while another applicant in the same thread received a rejection letter that week. Finalist status arrives before final decisions.
How Do You Stand Out for a Cato Internship?
Be exact about the process. The windows are fixed, the form is long, and the character limits are tight, so draft your biography, book list and essays well before the window opens and edit them down. Second, write in your own voice: Cato says it reviews for AI-generated content and wants your genuine thoughts. Third, pick two different departments where you can show a background, and make each fit answer specific to that team's work, such as a statistics course for a research placement or a portfolio for a design one. Finally, apply early in the window. No class size or acceptance rate is published, but waiting weeks for answers is the norm, so a prompt, complete application is the part you control.

February 15, 2027 at 11:59 p.m. ET, with the application opening January 11, 2027. Finalists are notified by March 12 and final decisions come by April 16, 2027. Last year the summer deadline was later extended by about two weeks, but Cato hasn't promised that again.
Are Cato internships paid?
Yes. Cato's FAQ says interns are paid competitively at $17.00 an hour based on their agreed work schedules, and interns can't work as unpaid volunteers. That FAQ page was last updated in June 2023, so confirm the current rate when you apply. Cato doesn't provide housing.
Are Cato internship applications rolling?
No. Since the fall 2022 term, Cato has accepted applications only within the published window for each term, and its page says applications submitted outside the window won't be considered. The windows for spring, summer and fall 2027 are all published on its internships page.
Is the Cato internship remote?
No. The FAQ says participants must work in person at Cato's Washington, DC offices so they can engage with every part of the program. Cato doesn't offer housing, but it sends housing-search links and connects accepted interns with each other to discuss options.
Can international students apply for a Cato internship?
Yes. Cato encourages international applicants, who must be authorized to work in the United States for the full term and able to work in person in Washington. It sponsors a limited number of J-1 visas, and international interns are eligible for visa funding.
Do I need a résumé to apply to Cato?
Not at first. The FAQ says there's no need to send a résumé with your application, and that Cato will request one later in the process if needed. The form itself asks for education, a short biography, three influential books, two department picks, skills and four short essays.
Can I do a Cato internship part time or more than once?
Part time is considered case by case: it must be at least three days or about 25 hours a week, and Cato prefers full-time interns for the whole term. Interns can't repeat the program or extend it, so each person gets one term.
Spring 2027 closes October 25, and the summer 2027 window runs January 11 to February 15, 2027. Draft your essays now, then apply early. A remote Externship gives you finished project work to cite in them.
